Project Background

The City of Duluth has an exciting and rare opportunity to fully reconstruct 1.65 miles of West Superior Street and the aging utilities below it.

This is also an opportunity to redefine this corridor to build upon a unique sense of place, enhance connectivity and safety for people of all ages, abilities and incomes, and create a vibrant hub that will support future development and growth.

What is a RAISE grant?

The Rebuilding American Infrastructure with Sustainability and Equity, or RAISE Discretionary Grant program, provides a unique opportunity for the Federal Department of Transportation to invest in road, rail, transit and port projects that promise to achieve national objectives.

The West Superior Street Reconstruction Project was selected to receive a Federal RAISE Grant. The Grant will pay for the following project elements:

  • Full Reconstruction of the Roadway and Utilities

  • ADA Accessible Sidewalks

  • Protected Bike Facilities and Bike Parking

  • Vehicle Parking

  • EV Charging Stations and Outdoor Power

  • Green Infrastructure and Stormwater Management

  • Seating and Outdoor Dining

  • Public Art

  • Lighting

  • Wayfinding

  • Seating, Planters, Trash Bins, Etc.

West Superior Street will be reconstructed between Carlton Street on the southwest and West Michigan Street to the northeast.
